Cannot install local plugin without internet connection

With internet I am having issues installing any plugins. I have 2 threads open, but none of them have been looked at. One closed because it was open too long without a comment

Logstash downloadable filter plugins are not found by Logstash

Hello, I am using Logstash 6.2 currently and I am trying to get any downloadable filters to work, but when starting Logstash, I get an error stating that all of the downloaded filters cannot be found.
