Is there a way to permanently disable the "To send cases to external systems, you need to" prompt that asks to "Upgrade to Elastic Platinum"/"Configure external connector". Right now if I dismiss it, the same prompt comes back any time I navigate to a case or back to cases overview.

Looks like this functionality was just added as part of Persist callout when dismissed #68372 and will be available in 7.8.1 & 7.9.
This change will allow for the persistence of dismissing all callouts of type primary, and since the errors you mentioned above don't specify a type, they'll default to primary so you should be good!
