Putting this up for reference. To resolve the issue of getting past the runner ip connectivity test with an Amazon provided RHEL 8 image, I had to remove the nm-cloud-setup.service file under the NetworkManager.service.wants folder. I discovered this solution from comparing the Amazon RHEL 8 with different RHEL 8 AMIs that had Docker pre-built and were successful in the ECE install.
