this is possible, but you'll have to develop your own Visualization-plugin.
Most of the plugins shipped with Kibana are actually visualizations, but some contributors have created UX-controls that can be embedded in the dashboard. You might find some inspiration here: https://github.com/nreese/kibana-time-plugin. That one for example is a slider-control for changing the time.
If you have something particular in mind, you may also want to create a feature request in the kibana repo: https://github.com/elastic/kibana/issues/new
