I'm not sure if I understand your question entirely.
You do not need to run fleet/elastic-agent when running Elasticsearch. The elastic-agent is meant to assist in collecting information, and fleet is used to manage agent lifecycles and configuration.
The elastic-agent can run in stand-alone mode (without fleet): Install standalone Elastic Agents (advanced users) | Fleet and Elastic Agent Guide [8.3] | Elastic.
However if you want to be able to be able to configure the agents and update them through the UI fleet is required.
