Corporate Web gateway blocking logstash zip download

Hi,

I'm attempting to install logstash 5.6.4 from https://artifacts.elastic.co/downloads/logstash/logstash-5.6.4.zip.
The corporate gateway is complaining about an encrypted zip file inside the package:
logstash-5.6.4/vendor/bundle/jruby/1.9/gems/rubyzip-1.1.7/test/data/zipWithEncryption.zip

Is that file mandatory logstash normal use ?

Judging by the file path it's just test data for the rubyzip gem, which Logstash isn't dependent on.
