Is there a way to achieve conditional formatting in a datatable visualization.. we would like to have row background red in case a column value is over certain percentage.

You can't do this in the datatable. If you are viewing raw document values, you can use a field formatter to set a color based on matching a specific value, but if you're using aggregations, you'd need datatable cell formatting, which does not currently exist.
Alternatively, you could use a metric vis instead of a table and you can defined ranges for your data that control the background color of the metric. You can control the appearance in the options menu:
