Delete by query plugin installation problem

I want to use delete by query plugin in elasticsearch-2.3.3. When i type below command in Command Prompt, i get a error that say: "ERROR: failed to download out of all possible locations..., use --verbose to get detailed information"

Command: \bin>plugin install delete-by-query

Can you try with verbose option?
