Apologies if this is the incorrect section to ask this.
Currently the Fleet server and the agent are both Windows Servers.
I have recently started in a new environment where Elasticsearch was already set up. when I joined it was currently not working and to make things easier the team decided to upgrade from an older version to the version 8.13
We followed the documentation provided by Elastic for the set up and can get Elasticsearch running, Kibana Running, and the fleet server set up.

We are running into an issue where when we try and add Agents, we continually get the error:
No Connection could be made because the target machine actively refused it.
This terminates the agent installation. I have attempted the automatic method and the manual method and receive the same error either way.
