Welcome back! Alerting is available on the free tier, with the exception of rules based on anomaly detection or SLOs, which are only available on Platinum and Enterprise tiers.
One limitation you'll come across is the fact that the email connector is a Platinum feature, so index or logging are the actions available with free.But you could have a look at using the Logstash email plugin instead as covered in this thread.
