Does the enterprise license of Elastic depend on the basic system resource configuration or on the scalability ?

Do you mean the pricing or the number of licences that you need? Are you using cloud or a self-managed install?
From my knowledge, it depends on the scalability. Per se, the enterprise license is designed to allow you to scale your Elasticsearch cluster as your needs grow.

For Elastic Cloud (hosted) you can sign up and only pay for the resources you use... Say monthly.. of course you can purchase a longer term contract for consumption if you like.
For Self managed in general based on the resource you need but must be purchased at an annual level.
