Is there any way in Rally to specify multiple tasks in parallel with some tasks only starting after x seconds?
For example, having indexing and search tasks in parallel, but I want search to be performed after some time so that index tasks will take up some resources first.

no, this is not possible and the usual approach is to run bulk-indexing for a little while and then enter the parallel block. Here is an example from the rally-eventdata-track to give you an idea how it can be done.
