I am trying to add "help tip" to the visualizations in a dashboard. These tips would briefly explain about a visualization while hovering the mouse pointer over them. Is there a way to achieve this?

It does not, but please open an issue on https://github.com/elastic/kibana for it as it sounds a very useful feature.
