How do I disable enterprise search in Kibana 7.9?

Our elastic/kibana instances reside on an air gapped network so we can not leverage the features of enterprise search. Are there configuration settings for kibana.yml that we can use to disable this feature?

We would also like to disable dev tools. We have been using kibana.yml configuration but with the addition of Painless lab we can't find info on the setting to disable it.
