How to add permission for short url for user?

I have a question about how to add the ability to create short links, which role is responsible for this (I have a basic license)?

The permission to create short links is tied to the permission to create Kibana-saved object documents in Elasticsearch. Therefore, read-only users do not have access to create short links.
