Hi, I have an ELK stack which newly installed and need to configure the fleet server from scratch.

The Set up Fleet Server section of the Fleet and Elastic Agent Guide describes how to setup Fleet and enroll agents for both Elastic Cloud and self-managed deployments, as illustrated by the screenshot below:

It sounds like you may have a newly installed self-managed deployment. If so, be sure to select the Self-managed tab in the screenshot above.
Alternatively, you may also consider spinning up a new deployment that (out of the box) includes a Fleet Server via a free Elastic Cloud trial. To compare the steps required to get started, click the Elasticsearch Service tab in the screenshot above.
