How to get rid of the dented weel of managemente on a read only user?

Hi I need to get rid of the dented weel on kibana, anyone knows where to disable it for a especific user?

Currently, it is not possible arbitrarily disable that icon for specific users. But there are discussions on improving it: https://github.com/elastic/kibana/issues/35965

Also, for users with kibana_dashboard_only_user role, that icon will not be displayed:
