Install reporting 2.4.0 fail

Hi,

I am now trying to install reporting plugin.
Reporting icon shows on kibana but nothing can be generated.

It just gave me
"Reporing: Error 403 Forbidden: License check failed: Not Found"

When I run below command to install license on elasticsearch server, no error is found.
bin/plugin install file:///path/to/file/license-2.4.0.zip

Kibana version: 4.6.1
Elasticsearch: 2.4.0 (no shield)

Yes, I have installed the license plugin on elasticsearch servers.
No error is found for the installation.

I followed all steps on https://www.elastic.co/guide/en/reporting/current/installing-reporting.html
