Installing Marvel 2.1.1 on Win 7 - problem with path to license file

I am solving problem off line installing marvel plugin2.1.1 on windows 7. I tried different variation of path to zip file i.e.

plugin install -v file://c:\pracovni\ElasticSearch\2.1.1\plugins\license-2.1.1.zip

but without success. I received.

Downloading .DONE
Verifying file:/c:/pracovni/ElasticSearch/2.1.1/plugins/license-2.1.1.zip checks
ums if available ...
