Is the Index Lifecycle Management a free or paid feature?

I am trying to assess the cost impact of using Index Lifecycle Management. According to Subscriptions | Elastic Stack Products & Support | Elastic, it seems to be a free feature but the same page shows "Configurable retention policy" as the paid feature.

Are there any features of Index Lifecycle Management that do not come with a free and basic license?
