Is Elastic Watcher available with the downloadable version of Elasticserach and Kibana or is a licensed version required to use it?

Watcher, as a separate download, hasn't been a thing for a while. It's now bundled into our default distribution.
However it still requires a paid license to use. You do get full access to it on our Elasticsearch Service though
