Maven pom file for license plugin 2.4.3 broken?

This pom file seems broken?

https://artifacts.elastic.co/maven/org/elasticsearch/plugin/license/2.4.3/license-2.4.3.pom

I am trying to use it together with shield 2.4.3, and that pom file works fine (https://artifacts.elastic.co/maven/org/elasticsearch/plugin/shield/2.4.3/shield-2.4.3.pom) but the related license pom file seems broken and not able to be parsed properly.

Can you be more specific?
I downloaded it. It is valid XML and at first glance it looks like a correct POM. What exactly isn't working?
