Max compilations rate setting - cluster level or node level?

Does the limit defined in script.max_compilations_rate apply for the concurrent number of scripts on a node, or for the total concurrent number of scripts for the entire cluster?

I don't know for certain, but circuit breakers are per-node, so it would seem logical that this is also a per-node setting.
