Node with only replica shards and no primary

Hi,
I have cluster with 4 machines (ES 1.7.1), and eventually I see that primary shards are distributed on 3 machines while 4'th machine has only replica shards. How can I rebalance this situation, that all machines will have near to equal number of primary shards ?
