Offline to install logstash-output-mongodb plugin

Hi Guys,
Recently, I want to install logstash-output-mongodb plugin offline, but not successful. So could anyone help me ? Thank you so much.

   system version:  centos 6.8
   logstash version: 6.6.1
   jdk version:  1.8.0
   plugin version: logstash-output-mongodb-master.zip(Download from githup)

Command:
bin/logstash-plugin install file:///opt/logstash-6.6.1/logstash-output-mongodb-master.zip

error message:
The pack must contains at least one plugin.
