Why the snapshots of indices has been created as partially restored?

when the snapshot is been taken and the indices has been created, then the indices should be with the name restored but it is "partially restored"..Why is this so?

I think i understand but unsure. So let's throw one answer.
Snapshots are always full backups.
But internally they are done as partial backups.
This technical optimization does not change the fact that it's a full backup anyway.
