Segments are not getting merged

Hi,

I am facing shard failure issue because of lack of space. However I noticed that the in some indexes the deleted count was more than 20%.
As per the Elastic Search documentation, segment merging will happen if deleted count crosses the 10% of total records. But currently this is not happening.
Anybody know why this is not getting merged?

ES version : 5.4.1
RAM : 60GB
HDD : 2TB SSD
CPU : 8core
