Shrink always waiting about ILM

When I use ILM to manage my index, I cannot shrink the shard after the index rolls to the warm node. The status of the index is: Waiting for node [S8Oq38hDR7m4NovqwBMDaQ] to contain [3] shards, found [2], remaining [1]

My elasticsearch cluster contains three hot nodes and six warm nodes; cold nodes are not included.

What adjustments can I make to improve this situation, thank you!

What is the output from _cat/recovery?v? It should show the status of the move of the shard to that node.

'_cat/recovery?v' show the status is ok,but the index action status is : Waiting for node [S8Oq38hDR7m4NovqwBMDaQ] to contain [3] shards, found [2], remaining [1]
