Unable to get Packeatbeat default dashboard

Hi ,
elk & beats 7.17.3v
I am unable to run or load packetbeat to get its default dashboard. I have edited config file part in output section. I am working in production so i changed localhost with specific ip's

I tried by running this command .\packetbeat.exe setup --dashboards
but its showing as below picture, no error

Can someone please help me to solve this issue

Could you execute this same command in command prompt rather than in powershell
