Understanding if a filter is active

HI!
I have two panels.
One it's a bar graphic aggregation.
The other one it's a table with details.
I need a filter that fullfill the table with detail ONLY if the first one is filtered.
If not filtered the second panel must be empty (or filtered with a default).
Is it possible?
