I am using Elastic Stack 9.0.4. The Setup Guides feature is in the Management section when I configure Kibana privileges. I can't find this feature in the search bar at all.

Wdym by the detection rules? Do you mean the Rules settings for the Alert? Could you share where I can find that feature?
If you are really mean, it was Rules settings, it seems to be a licensed feature. Because in the free edition, we are unable to set up connectors to third parties. Am I right?

These are not the same thing as the Rules option you have in the Alerts part in the Stack Management.
No, Detection Rules work with the Basic license, but to be able to create some connectors you need a paid license.
I have no Idea what Shared Images means, unfortunately the documentation about Kibana permissions is pretty limited and it is really confusing to know what each thing allows or not, it is up to Elastic to answer this and improve the documentation explaining what each item is.
I suggest that you open an issue on the Kibana repository so they can know that this is a problem.
I completely agree with you. We are lacking documentation on Kibana privileges.

Okay, after playing around with this feature. I can say this feature is for all images that we upload, and Kibana stores them on its server itself (I have not found the location yet).
The READ privilege allows users to:
See stored images in Kibana UI (e.g, in the image panel of the dashboard)
Use/Attach stored images in other objects, such as Image panels
The ALL privilege adds uploading image permission to the user.
NONE means the user cannot see stored images in Kibana UI at all. For example, image panels in the Dashboard will display Image not found error label instead of its image.
