When will 1.7.0 dotnet agent slated for release?

I am currently using 1.6.1, but need the fix present in https://github.com/elastic/apm-agent-dotnet/issues/972, which I am hoping will be incorporated into 1.7.0

Yes, the fix for the problem from the linked GitHub issue will be included in the next release - it's already merged.

We don't communicate specific release dates in advance (it'd do more harm than good), but I can tell you that there will be a release soon.
