Yarn start plugins have the following error

When i run 'yarn start' at my plugins directory.it has the following error.
OS:windows10;
kibana version:7.2.1

have you followed the steps in the installation README of plugin-helpers?https://github.com/elastic/kibana/tree/master/packages/kbn-plugin-helpers#installation

I have tried it and it still not work.but when i run the command(yarn start) at .../kibana/plugins(the root of plugin directory).the plugins could run normally.
