Is there a way to view all of the configuration settings a kibana instance is running without access to the kibana config file? Version is 7.13.1.

You can use the Rest API
That won't show these settings though will it?
You can configure a lot via the API's,
What settings are you looking for that are missing from the Kibana API documentation ?
I don't believe that we expose all settings in config files via the APIs as there are possible security concerns around some of the settings.
