Access Denied First Start Kibana

Just installed Elasticsearch and Kibana on Windows 2012 server. Started both from command prompt as admin. Getting Access is denied. (http://localhost:5601/bundles/kibana.bundle.js?v=15554:275). I did not install XPack. How to resolve this?

server.port: 5601
server.host: "localhost"
server.basePath: ""
server.maxPayloadBytes: 1048576
(other entries are not shown as those have not been changed)

What errors are you getting in the Kibana console?

No errors in both ES and Kibana

I was able to start Kibana from other computer remotely, not as "localhost".
