Kibana security must be enabled to use Fleet.

What version are you on?
But yes as the error states to Use Fleet + Integrations (and in this case the APM Integration Server) you need to have security enabled...
If you want to use APM with out Fleet / Security you will need to install a separate Self Managed APM Server
