Agent doesn't see binary upgrades in air gapped env

I'm trying to set up air gapped environment, but for some reason i cannot upgrade Agent

I've put in the settings my local repo as default
https://registry.smth.smth/downloads/
and for testing added second non-default one
https://registry.smth.smth/downloads/beats/elastic-agent/

Three files are hosted under
https://registry.smth.smth/downloads/beats/elastic-agent/*

but after all of this kibana says "no upgrade available" for installed agents.

What am I doing wrong?

What version are you currently running? It's possible that you're experiencing a known bug https://github.com/elastic/elastic-agent/pull/1252 that has since been fixed
