Hello,
I am encountering following two issues:
I get 'Application Not Found
No application was found at this URL. Try going back or choosing an app from the menu.' when trying to access dashboards.

Could these be related? any ideas?

**Kibana version:** 7.14
In PR https://github.com/elastic/kibana/pull/85344, … a toast was added when the `publicBaseUrl` config is not set:

It's a bit scary though! AFAIK, Kibana operates correctly when this is not set. But if it **IS** set, the customers may see some value-add. For instance, in alerting, we append a link back into Kibana for the rule that caused the email to be sent, if the config is set. If not, we don't generate a link. That's it.
I think we should remove this toast, until the time comes that core is actually dependent on it. Until that time, if some other plugins are dependent on it, they can put up their own toasts.
The reason **I'm** filing this issue, is because the fact that alerting makes use of this is known amongst various folks, but not exactly **how** we use it, so I've written the description of how alerting makes use of it, like ^^^, numerous times recently. Because some folks have misunderstood this to mean that alerting won't work at all without the setting.

Could you provide an example of a link? There have been several refactoring between these releases but we do our best to keep a URL valid.
