Azure Cloud plugin install failure

Im trying to install the Azure Cloud plugin onto a linux machine using
sudo bin/elasticsearch-plugin install path_to_zip_file
Its failing with the error saying:
"ES_PATH_CONF must be set to the configuration path"
I have installed elasticsearch using the rpm

Please let me know a way to install the azure cloud plugin.
