is it possible to use hosted elastic (cloud.elastic.co), but to configure it to run in the same azure vNet?
that will reduce data transfer, and will give logstash access to sql server

This is not currently supported in cloud.elastic.co (there are some initiatives to support running cloud instances in virtual private networks, but at least for Azure, it's still away off)
The closest that's currently possible is running ECE to form your own private cloud
