Create user login with limited permission for Kibana

i have installed ELK system.
Elsticsearch 5.4
Kibana 5.4
Logstash 5.4

i need to create login user with limited permission. i have tried Xpack but it's not free and basic licenses don't allow user creation feature. also i read about Shield but version 2.4 compatible with Elasticsearch 2.4 (not free as well ) and for ELK 5.4, sheild become part of Xpack plugin.
so how can i create user via free plugin .

The only solution I am aware of that provides document level security is X-Pack, which you mentioned.

So I can create users by xpack basic certificate or have to purchase it

It's not part of the basic license, so you would need to pay for it.
