Regardless of the amount of values a field has, the list will return a limited amount amount of suggestions. Once you start typing, the list will filter and may show values that were not part of the initial set.
The limit is due to the default terms aggregation size the filter uses to retrieve suggestions. The default size is currently not configurable in Kibana.
