Fleet can't enroll

i tried to enroll elastic-agent but it has an error "remote server is not ready to accept connections" here's my config

.\elastic-agent.exe install --url=https://urlelastic:8220 --enrollment-token=<token> --insecure

when i nmap the url and port 8220 the service is unknown

how to fix this? help

fyi i stop my firewall
