Guage/Dial Ratio of Events Success

We have a log of events which can have one of two states: COMPLETE or INCOMPLETE:
COMPLETE
COMPLETE
COMPLETE
COMPLETE
INCOMPLETE
COMPLETE
INCOMPLETE
COMPLETE

How can we create a Dial or Guage which shows the ratio of these two events as a percentage (6 COMPLETE out of 8 total = 75%).

The Dial/Guage should have the following regions:
GREEN: COMPLETE > 70%
ORANGE: COMPLETE > 50%
RED: COMPLETE < 50%

The Pie Chart shows the ratio nicely (e.g. 50%) but there's no way to delineate the acceptable areas:

You can do this in the visual builder .
But it's a bit tricky
