How can I setup Alert and Actions privileges for a specific user role?

I am trying to setup roles in elasticsearch so that the user can create and setup alers in Alerts and Actions tab. I am getting "No permissions to create alerts" message in Alerts Tab. Any idea how I can setup these access rights?

Please double-check if the user(s) have at least one of the following features allowed.

Security
To access alerting in a space, a user must have access to one of the following features:

See feature privileges for more information on configuring roles that provide access to these features. Also note that a user will need read privileges for the Actions and Connectors feature to attach actions to an alert or to edit an alert that has an action attached to it.
