Apologies, please ignore that.
I had an adblock extension installed on Chrome and that was stopping the call out to the map service.
I wasted about 2 hrs, just figuring this out 
Anyways its all a lesson. I should remember that whenever I see an ERR_BLOCKED_BY_CLIENT, that's my privacy badger working
