As others have written, if you are starting from scratch, you are in almost all cases going to be suggested to use the most current vendor release.
There might be reasons why you would want to use a different release, e.g. compatibility with something else in your environment, but you'd need to supply some info on restrictions you have.
I don't follow this sentence at all.
Go with the latest version. In place upgrading via rolling restart works well, and if you are using the cloud offerings very easy. Having said that, personally, when 9.0.x comes out I will wait until 9.1.x before upgrading. That's not a knock on elasticsearch, but rather I do that for all software (Microsoft, Apple, etc).
