Visualization with two Metrics Combined into one

I am trying to create a METRIC Visualization based dashboard (each metric panel is min average and max of temperatures over a period for 3 cities). Its trivial when the number of columns are all symmetrical. However, one of my rows has a few more metric panel than the one just above an below it.
So A1, A2, A3 (City1) are symmetrical with C1, C2, C3 (City3) metrics
But B1 B2 B3 and B4 is special case (City2) which has min median average and max
Its currently looking like this which is a bit wonky:

I would like to combine B2 and B3 into a common cell so they fit similar to A2 and C2 as shown below so IF I sit Rows A B and C together like above - they all look similar columnwise if B2 and B3 are combined in the same size as A2 and C2:

Any suggestions how I would go by this?

I think you can create a multi metric visualization using TSVB Metric or Markdown

If you want a more precise way to display your metrics you can also use Canvas for that.
