Whole email notification system fails if even just one email is not whitelisted

Hi, we are using elastic cloud service and it's excellent watcher functionalities.
My question is why is that whole email notification part of a watcher fails if only one (or a few) from many others, email addresses aren't whitelisted? We had a situation where our watcher stopped sending emails when we added one new email address to the recipients' list but forget to whitelist it before? I would expect that the old recipients continued to receive emails and that error was raised only for the new (not whitelisted) recipient.
Also, there is no way for admin to see which email addresses are currently whitelisted for email notifications. All one has is a way to add one by one email address through account/profile UI console.
