Why we can't enable Machine Learning in system indices?

I am trying to understand what is the reason behind not allowing ML on system indices ?

This is not true - ML can be applied to ANY index. If you don't see the index you want in the ML UI, make sure you create a Kibana index pattern for that index (and set the option to include system indices):

Then create your ML job:
